A protective tariff is one imposed upon goods being imported from one country into another country. Theoretically, this type of tariff protects businesses in one country against the same product being produced at a lower cost in another country and shipped into a country that produces the same product at a higher cost.

As a U.S. citizen, I am not familiar with Canadian tariffs; but, the U.S. has, in the past, imposed tariffs on Canadian lumber and wheat being shipped into the U.S. The U.S. has been utilizing tariffs since the 1800's.

They are generally applied to imported goods. If a country wants to protect their lumber industry and that country produces lumber it will want to make sure that the price of the imported lumber goods is not going to undercut what their country is going to sell wood at. When free trade came about, it put a damper on our protective barriers.

A tax placed on imported goods, so that the home grown goods will cost less, and thus be protected from competition.
