No. If its just an outline then all you need are short, semi-incomplete sentences, and no period

Example: (pretend the dash is a bullet)

-It is damaging to the environment

Normally, you would put a semicolon at the end of the bullet and after the second-to-last bullet you would put the word "and". At the last bullet you would put a period.
ex:
. blah blah blah;
. blah blah blah; and
. blah.
