Some things that cause excessive fuel use are;1.Vacuum leaks 2.Inoperative EGR due to vacuum leak.3 Map sensor problem. 4 Throttle position sensor out of range(some are adjustable).5.Oxagen sensor defective.6Leaking injector(s).7. Partially plugged exhaust 8.Pressure rail return line to tank restricted.

The first problem is do you really know if the emissions operator knows how to interpret the test.
The simplest problem could be a gummed up fuel system. If you haven't done so yet, get you one of the advanced fuel system cleaners and let it run through the tank. Also make sure there is no restrictions in our engine air filter.
After this, things start to get complicated. It's easy to start replacing plugs, wires, etc; but these may or may not be your problem.
If a fuel treatment doesn't cut it; you're likely going to have to pay an emissions mechanic for a diagnostic.

you will be hard pressed to find a carburetor in there as it is fuel injected
chances are the oxygen sensors are not working and the car is running rich
is it blowing black smoke?
get a free scan at auto zone you may just need a tune up

do this its free and it might help you ,take it by any auto zone store and have them scan the computer for trouble codes,if any come up on it this could be the cause of it running rich and using a lot of gas,a bad 0-2 sensor will make one use a lot of gas,without doing a scan wouldn't start buying parts for it,until i knew for sure what it was,good luck,i hope this help,s.

do a Major tune up plugs,cap,rotor wires ,fuel filter ,and change-your fuel regulator that is on your throttle body and it should pass hope it helps

It could be alot of things, but most likely the carbuerator needs rebuilding.
