Tough question.
If you look at who is in power, it is by far mostly men. So, a great responsibility lies with them.
On the other hand, women are predominantly the ones raising children, so apparently they're not teaching them to been good citizens of the Earth.

no.women can be just as evil as men are or even sometimes worst. i think people being immoral is the cause of the world's problems
