Penguins are birds and lay eggs. The occasional egg could be a double yolker in which case if the egg also contains two fertilised ova then twins are possible just as they are with chickens but it is highly improbable.

The king and emperor penguins lay one egg only and hatch them on their feet under a brood pouch but the other 15 species nest on the ground or in burrows and lay two and sometimes three eggs. Very often they will raise two chicks successfully.

a penguin isn't a mammal....and no they can't. They lay only ONE egg a piece...and usually the male incubates it, under his belly and on top of his feet. Unless they are heat tolerant penguins, who build nests...and they STILL only lay one egg.
