A toner should just even out your complexion. It may dry your face though and cause it to peal. It depends on your skin and the toner you are using. If you have dry skin you need to find a toner made for dry skin, and if you have oily skin, then you need to use a type for oily skin.

For a healthy glow why not use a shimmery highlighter with gold or pink undertones. I never heard of a toner whitening your skin, it's just supposed to clean the pores out. A toner won't make your face glow, but it will make the pores cleaner and smaller. Good luck!
