24 hour time is a way to express time without ambiguity. If one says "I'll see you at 7 O'clock", one could wonder if it was 7 AM or 7 PM. Saying "I'll see you at 19:00 hours insures that it's 7 PM. 24 hour time is calculated by recognizing that 1 hour past noon is 13:00. 3 hours past noon is 15:00, etc. simply add the time on a 12 hour clock to 12 when you get past noon.
Beyond 24 hour time, the military often uses UTC (Universal Coordinated Time), formerly called Grenwich Mean Time, which coordinates time across the globe. This is also caled Zulu time. This is the time at the prime meridian which crosses through Grenwich England.
Time can be expressed in many ways. Having a consistent system without ambiguity allows everyone to know what each other means.

The Military uses the twenty-four hour clock It is simply using 24 Hrs per day instead of two twelve hour segments. ie 11:00 A.M. = 1100 Hrs. Noon= 1200 Hrs. 1:00 P.M.= 1300 Hrs. 6:32 P.M. = 1832 Hrs. For PM times, simply add 12 hours.

One day (day and night ) is 24 hours long. If, after 12 noon you count 13 oclock instead of 1 PM and continue this until 24:00 midnight, you are using 24 hour time.

24 hour time starts at midnight. 000 or 24 hundreds. You count from 1 to 24. 0100 being 1 am. 0200, 0300, 0400, 0500, 0600, 0700, 0800, 0900, 01000 ,01100, 1200 being noon. 1300 is 1 pm all the way to 2400 midnight. There is no mistakes in this time if you say 1 am it's 0100. if you say 1pm it's 1300.

1 am thru 12 am are 1:00 thu 12:00 hrs
1pm thru midnight are 13:00 thru 24:00
so 3pm would be 15:00 hrs

24 hour time known as Military time or European time.
This is how it is.
5:00 it need no pm or am. It means 5 o clock in the morning.
Where as 1700 mean 5 pm.
