This phrase was once started in the days of the wells where people would draw their water. It was thought that the wells were so deep that if you lowered yourself into it you would end up in hell. It was especially told to the children so that they would stay away from the wells and not fall in. So when they say going to hell in a hand basket, they mean being lowered down the well in a basket toward hell.
