so whenever you have a work or project and you want to use the school computer you can but today our teacher told us that he doesn't care about the 9th and 10th grade only the 11th and 12th grade.but he is selfish because he only care for the others who are in the higher grade. What should i do?

Maybe he wants to keep people off of the computer who can't think clearly enough to write clearly. People who cannot think clearly are at risk of damaging themselves or the computer. If there is only one computer or a limiited number of computers, he wants to keep it availble for those who can think clearly enough to use it properly.
What you should do -- get into a higher grade, and learn to write and spell and think. Then you will be trusted to use the computer.l

I think that if it is the school's computer for student use, you should have access to it. All high school grades have requirements in writing that have to be addressed under NCLB. Yes, you could write them by hand, but a computer is easier, especially if you are doing research. You need to talk to the principal and ask what the rules are about use of this computer. Any teacher who says they only care about some grade levels has issues. And if it is a matter of knowing how to use the computer, then you should be provided training.
