Yes, that's definitely true. They may also itch (which can lead to awkward situations if this happens in public-- be as discreet as possible). The best way to find out is to keep checking the size of your breasts anyway; if they grow a week or two after the pain/itching, you'll know then!

When your breasts start developing there can be a dull ache. If your fourteen then "growing pains" are unlikely - unless you started late, which is not uncommon.
Breast pain can also be related to your menstrual cycle - referred to as cyclical mastalgia.
You could even be wearing a bad fitting bra.
