Not quite.
Up means "closer" to today's date. So for a future event, "up" means earlier (closer to now), but for a past event "up" means later (again, closer to now). "Back" means the opposite.
For example:
-- Future event: I have a doctor's appointment for May 12. I reschedule, and change it to May 15. I have moved it BACK (later; farther into the future).
-- Past event: I've been trying to trace my ancestors, and the earliest one I found was a great-great-great grandfather born in 1855. But today I found an earlier one, born in 1840. I have pushed the records farther BACK (earlier; farther into the past).

Think of up like a calendar. As you go up it gets earlier. back means down towards the bottom of the calendar. Not very grammatically correct, but that's what society says

iof something is being moved UP then it is being brought forward in time. If you have an appoitment and the time gets changed from say 11 in the morning to say3 in the afternoon, then it is being put back.

If it has been moved UP...it is earlier. BACK...its has been delayed and will happen later.
