black ring dot on my black skirt tetra?

My black skirt tetra has a small dot on it with a black ring around it! its kind of shiny in the middle. Please help me figure out what this is and how i can fix it!!!

If you will go to the local petstore and tell the attendant of the fish section about the blimish and they will provide you with an antibiotic that wont be any more than $10. They will also tell you how to give it to them. Hope I helped.
