Ie. if I'm interested in Germany for instance, is there a program where I can apply at a German school, go there speaking only English, graduate with a degree from there, and have it mean something here in America? I'm thinking grad level studies, and area studies. Not necessarily Germany, more like anywhere in the world.

You definitely could. I don't know of any specific programs, but many people study abroad in Europe. As far as I know, the degree would definitely mean something here.

In fact, it might be taken more seriously, because Americans tend to see European Universities as foreign and impossible to get into. At least, all the ones I've met have.

Most likely, you could get a degree but you might need a friend who could translate to the country your going to.
