I am not entirely sure of the answer. During the American Colonial period, many people met in coffee houses to discuss the situation with England. I think it was used as a meeting place because it was a public place, so nothing bad could happen. For example, no one could rob you that easily since there were others around.

Also by meeting in a public place, you could remain more anonymous. If the locals saw someone go to your house, then they would know of your association. If you met somewhere public, people may not notice the two of you conversing.
