Every language has grammar, idiom, usage, etc. However, usage, pronunciation, meaning and accent of words from the same language, vary between country and country and also within the same country. Yet, there are certain rules of grammar, spelling, pronunciatiom and meaning which are standard to any language and this could be called the 'right' or standard language. There has to be a base for these attributes as otherwise there could be utter confusion and unnecessary misunderstanding between people speaking the same language.
In the case of English, the British term their standard language 'Queen's English', while the American English is in many ways different from 'Queen's English'.
