Can someone please explain to me how is happens

Water molecules do not have a uniform charge distribution on their surface. One side is more positive and one is more negative. When you put the negatively charged rod close to the stream, there is enough net attraction between the rod and the positive sides of the water molecules to line them up and pull them towards the rod.
