You charge a pipe by rubbing rabbit fur on it. The pipe is now negativly charged. You run water in a sink in a steady, slow stream. The charged rode is held close to the falling water. When the pipe is brought toward the water, the water is attracted to the pipe and moves slightly towards it

Can someone please explain to me how is happens

Water molecules do not have a uniform charge distribution on their surface. One side is more positive and one is more negative. When you put the negatively charged rod close to the stream, there is enough net attraction between the rod and the positive sides of the water molecules to line them up and pull them towards the rod.
