I wished my homework was this easy...

I'll help you with 1)

1 m (meter) has 100 cm (CENTImeters)
1 cm has 10 mm (MILImeters)
therefore;
1 m has 1000 mm... ok?

16.5 cm = 165mm... you multiply 16.5 times 100, because you want to find how many mm are in 16.5 cm.

16.5 cm = 0.165 m... you divide 16.5 by 100, because you want to find how much of a meter is in 16.5 cm.
