She Goes to a different school.I mostly see here at partys.

If you have mutual friends find a way to get together at the same time, without letting others catch on that you did it because of her. Then get to know her. I think that approach is better because it's more relaxed and less awkward, so you don't seem like "stalker".
But if you can't it's completely cool/ok to approach her at a party if your comfortable. If you are just be confident don't do something stupid to put yourself out there. She might not like that. Just find a way to talk to her without letting it be a non-awkward situation.

Arrange for a group of your friends to get together for an outing somewhere and ask her if she would be interested in going too.

Girls love men that talk to them. So, just talk to her. Whatever you find most attractive about her, tell her. You have the most beautiful hair, eyes, or whatever you think is beautiful about her. We always like compliments. Ask her questions about her self. Where she goes to school and how she likes it. The more you talk to her the easier it will get.

Flirt with her! She'll notice that your interested in her she'll hopefully give you some kind of sign whether shes interested or not.
