Going to have to say MJ because he hit them in the biggest of games and throughout the season and everyone was watching out for him.
West was Mr. Clutch but few titles and Miller never hit enough shots to win a title.

Michael Jordan had numerous and so did Reggie Miller but I go am going with Robert Horry. Robert Horry had two in the same championship series! Robert Horry hit a shot against Sacramento to get to the Finals! With a man right in his face!
Robert Horry and another clutch-shooting role player, Steve Kerr, alternated NBA Championships for a decade, and combined to win 11 championships over a twelve-year period. Either Kerr or Horry was on the roster of every NBA Championship team from the 1993-1994 season through the 2002-2003 season featured. Horry's teams were victorious in the NBA Finals in 1994, 1995, 2000, 2001, 2002 and 2005. Kerr's teams were winners in the NBA Finals in 1996, 1997, 1998, 1999 and 2003. Each won 3 titles playing for Phil Jackson-coached teams, and every other championship with a team from Texas (the Spurs and Rockets).
Second I am going with Miller. In 2002, Miller almost single-handedly eliminated the top seed and eventual Eastern Conference Champion New Jersey Nets in the fifth and final game of the first round of the playoffs. First, following two missed free throws from New Jersey's Richard Jefferson, Miller sent the game into overtime by banking in a 39 foot three-point shot at the buzzer. Next, with the Pacers down by 2 points in the final seconds of the first overtime, Miller drove into the lane and dunked over three Nets defenders to send the game into a second overtime period. While the Pacers would eventually fall to the Nets 120-109, that game had added another chapter to Miller's legacy as a clutch performer.

Miller was a better clutch shooter than Jordan, because he could hit a two OR a three pointer with the pressure on.
What shots did MJ hit in "the biggest moments"? That one shot against Utah after he cleared Bryon Russell out of the way with his left hand, that was about it. I'm sure you've seen a lot of Jordan highlights, but very little of what you've seen actually consisted of game winning shots...
It was Paxson (on a 3 pointer vs Phoenix) and Kerr (off an assist from Jordan) who hit the biggest shots during the Bulls' championship runs, not Michael.
Michael missed more potential game winning shots than he hit.
Craig Hodges???? WTF????
If we rate the best clutch shooters on your list in order, Bird would be first... West would be second... followed by Miller, Jordan and Horry.... Hodges shouldn't be included in this question.

I think by the numbers, Reggie Miller had many more clutch shots than MJ. Not to take anything from MJ, but I seem to remember an awesome play from Reggie Miller against the Knicks, scoring 8 points in 11 seconds! MJ had fantastic clutch plays, but nothing beats the Miller fury!

ok enough with the mj talk ( although mj is the best player to ever play the game) larry bird was sometimes forgotten, but he has always been the best clutch shooter he always makes shots, thats why he was a three time finals mvp, finals are a great place for clutch shooting, i know there are other 3 or more time finals mvp's (mj) but larry bird got his mvp's on basically just his shooting, and this question is about great shooting.

yes mj is the best clutch shooter of all time, miller was great but in order to be the best you have to win the big one, and mj won it six times to reggies 0

I would say Reggie and MJ......but when it comes to current NBA Jamal Crawford is wayyyyyyyyyy up there. Who has the record for most game winning shots or shots down the stretch. But J. A. Crawford definetly deserves respect as one of the best today.
