I cannot determine who runs the blog, whether or not he owns it. He is making unprovoked attacks on my wife. Is there anyway to a) make him remove the existing material and b) prevent future attacks in his blog?

There is sadly not much you can do. Unless you can identify the individual your options are limited. If laws are being broken, then file charges with local law enforcement. They might be able to track down the offender. The bad thing, who knows whether or not the punishment will be sufficient to stop further attacks? The good thing, once identified, you might be able to sue for hurting your wife's character in public.

first run whois search on the domain name that the blog is located at. If he/she is not the owner then use the contact info on the whois search to contact the tech support or owner of the domain and discuss the issue with them. They will take care of it and possibly even ban that users IP from ever creating another account there again too.

You can notify the moderator then he can get banned
