I am a makeup artist and this is what i think:

Dark under eye circles can be caused by fatigue, poor circulation, extra-thin skin under the eyes, hyper-pigmentation, illness or allergies. Treating the cause will help keep dark circles from coming back. In the meantime, consider the following cover-up tactics:

Steps:

1. To hide dark under eye circles, select a cosmetic under-eye concealer that's one shade lighter than the foundation you're using.

2. Understand that a pale yellowish concealer helps hide blue or grayish circles, while a light blue or mauvish concealer masks brownish under-the-eye bags.

3. Begin with a freshly washed and exfoliated face. Dab concealer under your eyes gently, using a soft circular motion.

4. Apply foundation up to the concealer and blend the two shades together gently, using a circular motion to cover dark under eye circles.

5. Finish with a dusting of untinted face powder for a polished, seamless look.

Tips:

Avoid concealers containing oils, because the oil will settle into the fine lines under your eyes and draw attention to the circles.

When using a cosmetic under eye concealer, wearing foundation is a must to avoid the "white mask" look.

To apply concealer:

Steps:

1. Wash your hands before handling your face. Dirt and oils on your hands will only aggravate the blemish.

2. Choose a concealer appropriate to the color and type of blemish you wish to hide. Concealer is a creamier foundation makeup with added pigments intended for specific parts of your face.

3. Pick a yellow-tinted concealer to hide red blemishes; choose a concealer a little lighter than your blemish for hiding darker marks.

4. Choose a masking cosmetic (which is thicker than concealer and has added pigment) to hide more prominent blemishes, such as small scars left from pimples or skin irregularities.

5. Apply the concealer or masking cosmetic over the blemish using your finger, an eye shadow brush or sponge.

6. Blend the edges with the surrounding skin, using a circular motion.

7. Set the masking cosmetic with a special setting powder, then apply oil-free foundation and powder on top.

Tips:

Try a cover stick, which is a stick version of a concealer. These contain a high proportion of wax to add body and thickness.

Masking cosmetics are usually not available at drugstores or beauty aid stores but can be purchased at major department stores. They're expensive, but effective.

I don't know if i have a solution for the puffy eyes, but for dark under eye circles i definitely do have a solution. First though i want to address some of the other solutions people suggested. Somebody suggested drinking plenty of water and getting enough sleep. While those are two things you will want to do no matter what, for me personally, getting enough sleep and drinking lots of water didn't get rid of the dark circles. I guess genes probably have something to do with it.

Now for the solution:

100% Aloe Vera gel. It doesn't have to be 100%, i think 97% or something similar would probably be fine. I get mine at a health food store. At night, apply a little bit under your eye, but don't rub it in. I noticed that when i first started applying the Aloe Vera gel, i would get small red spots under my eye. (not just me either). After several more days to a week, those red spots should disappear. After 2 weeks you should see a very noticeable difference. My guess is that you would have to apply it indefinitely. But i'm not exactly sure since i never really stopped applying it for a significant length of time.

As for the puffy eyes, i do get puffy eyes when i don't get enough sleep, but i don't know if its the same for you.

BTW, how i know this being a guy isn't important. Even though i'm a guy, i think it's still important to look at least ok.

Do you have any allergies? I suffer from the same thing. Try to get enough sleep. Smoking and drinking adds to the problem I have read. I have tried every thing on the market to get rid of the nasty circles and puffyness. Don't waste your money like I have on expensive eye products. I put a gel filled ice pack on my eyes for a few minutes in the morning. Cukes (cucumber) slices on the eyes help with the puffy eyes. Buy a concealer with a yellow tint. I use one I bought at Kohls department store that also firms the eye area and has helped. Good luck!

well hmm i think you are female, i hope I'm correct in assuming that. but a good way to get rid of puffiness is to put one of those jelly eye masks in the freezer and get it really cold and then lay it over your eyes for a few minutes. then to make your eyes look brighter use blue eye liner, don't go crazy with it, just a little works. the blue will make the whites of your eyes brighter. if you have dark circles make sure you are using a concealer with yellow in it to offset the circles.

Sleeping more will get rid them because without sleep blood sags around your eyes making them feel puffy and circles under your eyes

Plenty of sleep. Even if you have to take short naps during the day. Also they say you can place cucumbers under your eyes before bed. You can buy cucumber sponges by Oil of Olay.

try and get lots of sleep, dont listen to the cocaine guy, and the cucumbers work most of the time. if that fails put a pale sparkly pink under your eyes. some concealers have darker undertones and can add to the effect, so pinks counteract that. i usually put a little foundation on, then some sparkly pink eyeshadow(the cream stuff)

Apply cucumbers, drink lots of water, gets good sleep, and add concealer in the morning.

drink lots of water
get lots of sleep
take a wet wash colth and put it in the freezer for about 15 minutes
then put it on your eyes for abot 10-15

-eye cream
-apply cucumbers to eyes and relax for a couple minutes
-sleep
-lots of water
-use concealer [works better if it's atleast 2shades lighter than your complexion]
