I'm not sure exactly what your question is. But I will try to give you some advice. The Disney Dining plan is one of the best plans Disney has offered in years. For most people it is affordable, which wasn't the case for most of the plans in the past. The price is $38.99 for adults and children 10 and up. The cost is only $10.99 for children 9 and under. For most people you will save 40% or more, a great savings.
As far as codes, there are not codes needed for the plan. You just need to stay at a Disney property hotel, one of the on site hotels, i.e. Pop Century, Coronado Springs, Grand Floridian, Saratoga Springs, etc. You also have to have a package for your stay, if you have tickets, or don't really want to purchase tickets you will need to at least put one day of passes on for each member of the family, or in the room that you want on the plan (everyone on the reservation must have the plan)
For the past several years Disney has offered a discount for free dining that starts at the end of August, goes through September and usually a little into October. Perhaps this is what you are referring to. It is never guaranteed, but if they continue with what they have done in the past, they will be offering it again this year.
Even if you have to pay for dining for your stay, it is still a great deal. As I mentioned, you can save 40% off your dining. In my experience I save money just from my sit-down money, therefore I am saving a little on that meal and the snack and counter-service meal that is included are free. Also, don't forget your 19% tip is already included, which also really helps.
The biggest thing with the dining plan is knowing how to use it. If you use it properly you will save a ton of money. There are some restaurants that you will save more with than others, but you will save a little at most any restaurant.
I use a travel agent for all of my trips. I've found it takes a lot of pressure off of me for the planning and I have someone always there to help me with the planning and my travel agent is who really helped me understand the dining plan and get the most out of it. So it is my recommendation to go with a Disney specialized agent to get the most out of the plan. Most agencies don't charge anything for their services (which are priceless), so it is an added benefit to you. Also, another benefit that my travel agent has offered me is discounts. If a code comes out, like I mentioned above, my agent automatically changes my reservation so I get the savings. It is nice not to have to watch for all the codes to come out and just know that my agent will take care of it.
Finally, Disney offers other levels, if you will, of the dining plan which really increase the cost. While they are all great plans and all of them can save you money, if you are budget minded the standard dining plan provides plenty for most.

I am not sure what you are asking. There is a dinning plan you can purchase, we use it each time we go, iI figured out it saves us about $100 a day for a family of four. We usually do a character breakfast, snack at lunch, and Character dinner. We would never be able to afford to eat this way without the plan.
We last went in November 06, had a blast, plan to return March 08.

The Disney Dining Plan is the only meal plan I know of that Disney offers. It comes out to about $50 a day, per person and can really save you money if you plan to stay at a Disney hotel and stay longer than 3 days. Their Dining Plan is the same at all months of the year. Last March 2006) there were a deal that had meal option free.
You must travel to Disney in August or September
I have not received any this year.
Allearsnet.com has a package that if you go in April or May, they will upgrade your tickets.
The deal you are looking for might come next month or two
