well it means to get ereally mad and yell at someone to make them stop bugging you or something. example: Johnny kept oking Alex. Alex:" johnny! Omg Stop doing tht ur p***** me off!" Johnny stops poking. The end. all because alex "told johnny off"

Its more like "telling you where to get off" ....An angry rebuke at someone's interference
