There is a device called an Auger which you can buy for 6 dollars at any Hardware store like OSH or HD. Stick it in the toilet and start turning it while you shove the coiled wire in. It is about 6 feet long. Then start turning the other direction and pull it out. Repeat one or two times until toilet is flowing freely.
Keep Auger near the toilet.

You can buy something called an auger - it's a flexible steel coil about 6' long with what looks like a cone on one end. Push it past the bend using a twisting motion. If the blockage is fairly loose (provided the auger can reach it), it should eventually break up. If it doesn't clear the toilet, the blockage is probably compacted and you'll have to do what follows (note; the tool I describe below is not flexible enough to be pushed down the toilet).
Trace the waste pipe (you can't miss it - it's about 3.5-4in diameter) until you find what looks like a stub junction. It'll have a cover that's either screwed into place, or if it's round, it'll have finger-grips.
Remove the screws on this cover (for the round type, place your fingers in the grips and turn anti-clockwise) once the cover is removed, you will be able to tell in which direction the blockage is (if water comes out, the problem lies in the opposite direction to your toilet). You will need to use a plumber's rod (a flexible rod that has screw-in sections, with an attachment for removing blockages on one end) to remove the blockage.
Push the rod into the pipe (if water came out of the inspection cover, in the opposite direction of the toilet; if no or little water came out, toward the toilet) until it meets resistance. If there is a little give (in whatever is resisting the rod), it's likely this is the source of your problem; pull the rod back a little, then push toward the blockage again. Do this a few times and whatever it is should break up.
You should be able to hire the rod.

a drain snake or auger is the most effective way of solving your dilema however, if your not so inclined there are some hardcore drain cleaners on the market. go to the hardware store , ace, home-depot ect.... ask them for drain cleaner containing sulpheric acid.. be cautious when pouring this into your toilet that it doesnt splash on your skin or in eyes. burns bad, i know from personal experience. works great though will disinigrate toilet paper and many other things. i shaved my head over the toilet once and flushed, tried every drain cleaner on the market with no luck.. bought drain acid, presto ate the hair in about 45 seconds.. good luck

If you live in a house with trees around your house. There might be roots growin into your pipes that lead outside. So You might need roto-rooter to run a snake in your pipes. Or if you have kids they might have put something down your toilet. So it might have gone through your toilet but suck in the pipes. So you might have to take the tolit of the bass. Make sure to trun off water when doing so. If you are in a apartment call the sup. Good luck.

I tried to do this myself not long ago . . it's just not worth it. If all else fails, you may need to call a plumber. I had to one night . . he hooked up a tv that actually showed all the plumbing below the house . . something was there, he got rid of it. And that's a very good friend you have there that put his arm down the toilet! Good luck.

You might try a snake for toilets known as a closet auger. It has a spring type cable in a hollow tube with a right angle bend with plastic protection at the bend to prevent scratching the porcelain. You should find them at a tool rental store.

Everyone is going to laugh, but I had the same problem until one day I poured about 3 gallons of gasoline and kerosene down the toilet.
It now works like a charm. It will burn out anything stuck or clung to your pipes.
9 times out of 10 that is the problem, either tree roots or TP or female hygeine items stuck to the curves of the pipes. Gasoline will break them down.
You're other option is $500 trip from roto-rooter.

Try using the "snake" It is able to get into the drain and to the clog in many cases.
If necessary, use something like Draino Max.

You need a drain snake. Do not use chemicals. The risk of splashing is too great getting these chemicals on your skin or in your eyes can cause serious health problems.
