Technically speaking it would be the Evangelische Kirche in Deutchschland with 27.4 million members. Now this is NOT a pure Lutheran body as it is comprised of the Lutheran Church in Germany, German Reformed Church and United Regional Churches.

I would have to say that the largest pure Lutheran Church is the Church of Sweden with 7.1 million members.
