right click on it and make sure Lock the Taskbar does NOT have a check next to it, if it does select it and it will make the check go away. Then give it a good double click to get its attention, then click it and hold, and drag it first towards the side of the screen, then on down to the bottom, voila

First, right click on the toolbar to make sure the toolbar is unlocked, if there is a check mark next to locked toolbar , click on it to unlock it. Next, just put your pointer on the toolbar, hold down your left mouse button, and scroll from the top of your page to the bottom. Your toolbar should follow your mouse position even if you want it on the sides of your screen...Good Luck

Do you mean the task bar? If so, just left click and hold the mouse button down to drag it to the bottom.

just left-click it in the midle of the bar, in a space without icons/buttons and drag it to the bottom of your screen until it moves, you can try both screen sides too

Drag it down there. I presume you are speaking about your taskbar?
Make sure it it isn't locked before you try to move it.

toolbars are junk, adware get rid of it! takes up resources, sorry thats my opinion!
