They don't. They bleet...and only then if they are irritated.

I suggest you do as I did when I was vexed by the very same question...

Position a sheep between you and the televisual instrument.
Whenever the sheep attracts your attention...determine whther it has done so with a genuine enquiry....or if it is just trying to ruin your fun.

If it is not a genuine enquiry, it may be that the sheep is of no greater value than the average woman...who don't baa either.

It's a domestic sheeps first word,gets it from mam and dad always saying shite there again and we'll baa b cue ya....Bleeding ell do people not know nothing about parenting sheep

Same reason we talk, to communicate, or if your talking why that sound, its because of their voice box is very simple, not too many muscles so it can't generate the full range of sound.
