I have winter formal coming up, and I have no idea what to do. I was going to try red lipstick, but it turned out horrible. Ideas? Tips? Anything? Here's the dress

i would do a 2 tone.
Get a blue matching as close to the colour of ur dress.
Make the eyelid look darkish to ur comfort then the more up towards the eyebrow go lighter then just get a faint natural colour and dab over for shading, with mascara and no eyeliner.

For your lips i wouldnt go wild because u will be focusing on ur eyes and u dont want to look to wild so id go witha natural look or a tinted lipgloss..

Goog Luck.

if you dont like the natural look try this;
what you need:
grey kohl liner
nutrel brown POWDER shadow
black mascara
chap stick moister locking
APPLY:
make a thick line with your grey liner on top only. smudge with finger. add black mascara on top and bottom lashes, follow by adding shadow with a makeup brush. apply chapstick before any lipstick or gloss, i suggest just doing chapstick.

P.S. use a mosturizer (no tint) before to help keep makeup on
