Depends where you are, though I think you're referring to statutory rape, a popular bad guy charge in the film noir genre. Think of Max Cady in Cape Fear. Yipes! See Sex Laws link below, esp. the international table listing the age of *consent. Says it includes the age for each U.S. state. Site includes books, too. A very useful blog indeed. In most states sexual penetration is considered statutory rape. In Arkansas, it is just plain old RAPE.

Every state has a different set of laws. Every state defines sexual intercourse and sex acts differently.
I would suggest looking up "sex laws" and then your state name into any search engine.
