First, you need to register a domain name (that's what you type in the address bar of your web browser. I.E. www.yourdomain.com). That gives you the shorter name. To make a website, you need to buy webspace from a webhost like 1and1.com or someone of that nature (I webhost myself, if you are interested in a website, I can help you with this). Then, you just need to use dreamweaver or write the html/php yourself and put it on your webspace that you bought.

Yep, like they're sayin', you have to make a website by (1) getting it "hosted" - that's finding a place to *store* the files - and usually paying some company to store the files on their public computer - like Yahoo! charges $12 per month; and (2) registering a domain name like www.yourname.com or www.yourname.net (and the "yourname" has to be something nobody's already laid claim to, so *that's* why you have to pay to register it).
If you were to pay for (1)*hosting* with Yahoo! then they'll give you the (2)*registering* at no additional cost.
You gotta go find a name nobody's using. Think about a name you like. Think long and hard about one you can live with! One way to find whether somebody's already claimed it:
Go to either google.com or yahoo.com page and in the search bar type "whois". One of the first items will be something like "internic". Go for that. On the resulting screen you'll see a search-for-domain by domain name. Type in a trial name like yourname.com or yourname.net and see if you get results. If you get a "not found" then you know that name's not in use. Then you can wander into, say, Yahoo!'s signup and get going.
(Note that Yahoo! isn't the *only* host/registrar in the world, but they're pretty reasonable and otherwise acceptable...)

You can name a web page whatever you want. Go to register.com to select and register the web name.
If you can't get a short url, you can go to tinyurl.com and have a short url that points to your longer web page name.
