Draw a room with the dimensions above. You will need to figure out the volume of the room, then the volume of the room that is less than 3 feet from the floor:

Volume of room=20x16x9
Volume of bottom 3 feet=20x16x3

Divide the volume of the bottom 3 feet by the total volume of the room:
20x16x3
-----------
20x16x9

To save yourself extra math, the 20 feet and 16 feet cancel each other out, leaving 3/9 or 1/3, which is the probability that the mosquito will be no more than 3 feet from the floor. Expressed as a percent, it's 33.33%

Okay, since it says "no more then 3 feet", its just 3/9, or 1/3 = 33.333...%.
