From what I understand they have taken the actual number of people receiving assistance w obtaining meds & multiply it by the number of members in an average family (w the assumption the family as a whole draws benefit as well).

I don't know but I do know it has helped a lot of people who can not afford their meds. Some of these Heart, Diabetic, Arthritis, Stomach meds are very expensive!! A lot of people would have to do without if not for this plan!!
