I've looked at other questions like this and people have just suggested stuff like
download the file
But .doc is supported by a browser and I want a .doc file to be downloaded with one click how do i do this?

i thought that this was obvious enough...
if you just leave it a link to the file like above then thats what it dose, it opens it in the same frame and I want the file to download

Are talking about a .doc file meaning an MS Word document or text file that you want a word or words to open up a web page?
If so then in MS Word: Left click and drag the cursor across the word or phrase to hightlight it. Then right click on the highlighted area and select Hyperlink. In the box that appears, type in the full address of the web page where it says address. (the full address will be something like: http://www.xxxxxxxx.com).
Now the word will be underlined and in a blue color denoting a link to a website. The only other thing is that in MS Word you need to hold down the Control key while you click to activate the link.

You can't, the web browser controls how it opens files. Just tell people to right click the link and select 'save link as...'

Change to a zip file.

I believe that using a CGI it can somehow be done. My bank web site allows view or download of a PDF with two different links but I can't figure out how it works.

Why not just make a link to the file?
i.e. www.blah.com/document.doc
