There are at least three methods that I know of...

1. most common is the punch.. a big plate with blades on it like teachers use to cut out figures at school.. only stronger...

2. a real jigsaw.. used mostly for specialized puzzles in poor countries with LOTS of cheap labor...

3. Water Saw.. blasts through hard wood to make puzzles under about 50,000 psi presure.. or even other materials as special orders.. computer controlled.. and EXPENSIVE.

With a die cut machine.

When thick cardboard began to be used, it became possible to use a "cutting die" instead of a jigsaw. Williams tells us that "die-cut" cardboard jigsaw puzzles began to appear around 1890. This and other methods for making jigsaw puzzles opened the way for mass production of jigsaw puzzles in the 20th century.

On a jig saw! (thats not a joke (its like a machine with a blade that you can direct around) Of course mass produced ones are made with punches, that why sometime new ones are still stuck togetrher...

Probably a cope-ing saw - not sure how you spell it. You "cope" with it. It's a tiny blade set at one end of a hoop. Sure you can't find somebody with a band saw? That's the best way of doing it. You can get a really thin blade for those things.
