THE soap and chemicals
will go into the main rainwater drain
and usually end up in a stream
polluting it.
waste water from your home
go's into the sewage system
and is treated and sometimes
recycled(yuk)before being pumped back
into circulation or run into a river or stream
if it is unusable,in a nutshell water going
down a storm drain should be just that
rainwater,otherwise allsorts of untreated
nasties will pollute the local enviroment
if these laws are not used, people think
"il'l just pour it down the drain ",without giving
it much thought where it will go.

I think that it's probably not illegal, per se. But, it is probably forbidden by your neighborhood homeowners association -- as a restrictive covenant. Why? Well, many homeowners' associations feel that it diminishes the over all property value of the neighborhood if everyone is outside washing their cars in front of their homes. There are environmental issues as well (motor oil, grease, soap, trash + the ecosystem).

because these bullshit local governments like to infringe on peoples rights. Say u have a council member thats pissed off that his neighbor has an old truck parked in his yard,he doesnt care that the neighbor might be a collector or maybe just doesent have the money to fix it or any place to move it. the councilmen will take it upon himself to write up a local ordinance at which time the council votes yeah or nay. thats how. what you need to do is round up neighbors and community friends to attend communiy town hall meetings and tell them NO! we as members of the communitie wont stand for this ****!

Do you live in some kind've exclusive neighborhood where a few
make the rules ? I never heard of that. Most people wash their
cars in their driveways anyway but still it sounds strange to me.

Because the neighbours do honestly beleive that doing something like that will put down their neighbour hood and is totally against it and those neighbhood are quite likely gated communities which they think are prestigeous with all kind of different rules and regulations.

The water from storm drains is recycled in some city's. It's not the same pipes that your toilet goes down so they want to keep it as free of chemicals as they can... Car soap...
