The difference is very little. Say a law about noise pollution has been introduced, debated and voted upon. Between any of these actions an amendment can be added at any time.

After the vote and before the bill makes it to the President's (Governor's) desk, most amendments having nothing to do with noise pollution may be added, such as "District 7 will get an extra 7 billion dollars". This is how most 'pork barrel' spending makes it into the budget.

BTW - An amendment is part of the law and is enforced as such.

a law is a law. an amendment is something you are either adding to an existing law, or attempting to make into a law....I think.
