Both--- Actually, there already is public financing to a degree. Candidates get matching public funds.

I'd also place limits on funds to keep it even + grant equal airtime. the airwaves are technically public property and licensed to broadcasters. As PSA type thing, they need to grant time to candidates.

AZ also has a clean elections system that controls/regulates camaign financing.

Neither. I'm actually not interested in competitive elections per se. Finding the best person is more important than giving less qualified people a 'fair chance'.
