The odds of a short girl becoming a model are small. You can try auditioning for "parts" modeling. If you have amazing hands, or your hair is the kind that turns heads and you get comments daily about it, then you can do that even if you're short, but the minimum height for models tends to be no shorter than 5'9".
Beware of "modeling schools", where they let you call yourself a "model" but YOU have to pay THEM to attend it. My cousin who's a designer calls those "modeling" schools "sucker schools". He said you'd be shocked how many people would pay good money, just to have some nobody call them a model!
A real model NEVER pays for anyhting. If you're discovered on open audition (top modeling agencies have them all the time), the girl or boy NEVER pays a penny for classes, make overs etc. Just keep your eyes open for free auditions (the ones you have to pay for aren't real) and that's it. The only other way is if a scout sees you out and approaches you, otherwise the auditions are it.
ps those "modeling schools" that let people call themselves "models" just because they're paying for that right, will take ANY Jane Doe off the street who's willing to pay the tuition. According to Cindy Crawford, NO model has ever started from these institutions, NONE. They're just a joke, but they'll always be there as long as gullible people are willing to pay to have a nobody call them a potential "model".

Haha im 13 too and im a model...i became a model by going to modeling classes...what they do is teach you how to walk and to stay fit (be prepared to eat NO junk food) After that if they think your good enough and beautiful then they pretty much make you a model (take pictures and bring you to places where people judge you)Its not easy!! Well i hope i helped bye

I would suggest watching shows like "America's Next Top Model" first. I think that world chews people up and spits them out and they are VERY blunt about it. They may very well say to you that you're too short, too skinny, too fat, your eyes are too far apart, etc. They will pick out any little flaw and prey on it. If this is the route you think you want to go then by all means, pursue it, but I suggest you investigate what you would be getting yourself into first.
