They couldn't, and sundials didn't work well at night either.

The keeper of the sundial would point a flashlight at the sundial. Problem solved.

Sundials only work when the sun is present. People use them today when they are lost most likely in the wilderness and need to know what time of day it is.

Most sundials were ornamental. People didn't really need to tell the time in the old days the way we do now. To the nearest hour was good enough.
