Adobe Photoshop (better the Pro)
Macromedia Fireworks (a little easier to work with)
those are awsome, and you can get them in the internet and crack them easyly. photoshop is a little harder to crack... in fact, i only found ONE working crack in the internet for the professional version. if you want any of them, select my answer as best, and write a comment down... i'll contact you and tell you every step you need. if you need any tutorial, i'll give you the links and all. i have them both, and they are trully worth it ;););)

The "Industry Standard" in photo editing and design is Adobe's Photoshop CS2 (CS3 coming out shortly).
However, this program will run you roughly $600 if purchased in the open marketplace. Although if you're a college student, Adobe generally has discounts available through you particular educational institution (I think it's about 1/2 the price if you're a student).
I know Adobe also makes 'watered down' products, for the average consumer. I'm not sure what they are but you might want to browse: www.adobe.com for their products.
Microsoft has a their Digital Image Suite that isn't nearly as robust as Adobe's Photoshop products, but should work well if you're not looking to spend $600. It's only around $50...though I've never used this product, so I can't really recommend it. Just an option though.
If you're just looking to do very basic editing, you might want to check out Picassa, which is completely free from: picasa.google.com Though you won't have too many options with this product, you can do very basic things, and add a couple of effects.

Picasa is pretty good..
Photoshop is good but might be alittle complex..
Paint shop pro 9 or 10 are also good but might be alittle complex but i think you would like Picasa
