Depends on what desktop design you are referring to and where did you see it that one can be put on the other? Was it on the computer where you saw it or on the psp? on a cellphone i think it is the wallpaper, but is the background when it's not in use like the sceensaver on the pc. Look for settings or options from the menu on the psp. You will just have to drill down into the underworld of the micro processor control panel menu , it is hidden there somewhere. When your talking about start to internet explorer, you can also from start go to 'control panel' then'display' then you have a tab to change the desktop screen saver there as well. That is on windows xp anyway. So you can change the screensaver background there, or you can change the way some, I guess you would say the page as in yahoo you can change the way the page looks. That is referred to as the skin.

I would think you can download it from the desktop to the psp. I don't have a psp. If you can browse the files on the pc from the psp to find the one you want to download, you would just need to know where the file is located and named for the image you want which in this case i guess is the screensaver? Actually, if you can do that which is I guess how you would get a game onto your psp that you may have if you can have downloaded onto your pc. You can save any image you want to a folder on your pc and download it on your psp. But there has to be something to verify where you are downloading it to to put it on the screen of the psp. That is the option you have to find in the menu on your psp. If you are familiar with putting an image on a blog I would say the psp would have to have that 'browse' function and then select the folder that contains the image you want, then select the image. .Anyway it's kind of hard to explain what I am trying to say. I brought all of that up because sometimes it is easier to save something to a folder so you know where it is so you don't have to try and find it, Depending on how many things you have saved on your pc determines how long it takes to find one with a search.

If you are talking about changing wallpaper, this is how you do it (for PSP firmware 2.00 and above):

1. Download wallpaper file to you PSP memory stick
2. Go to Photo, select memory stick and view your wallpaper
3. Push the triangle button
4. Go to "Set as Wallpaper" button and click it. Say yes.
