Many times they're in public places, and photographing people is legal as long as it's in a place where you can't expect privacy.
Same laws that protect journalists and photographers.
But it' not always that simple, depending on the circumstances it could be easier or harder to sue.

I started out as Paprazzi in Beverly Hills when I was out of high school , I became a Photjournalist and now have been a Lawyer for the past fifteen years. If it is for commercial use you ahve to have a models release from anyone recognizable in the picture, if it is for a news you do not need ay permit if it is realted to the story, if it is unrelated there should be a note stating that fact. If the picture is taken in public the picture may be published for a newspaper or magazine, TV and you won´t have nay problems. There are variations to these rules according to what country you are located, court rooms have different rules also. basically you should take the picture and let the magazine or newspaper decide on what to publish, the most important thing it not to break any opther rules in order to take the picture such as breaking and entering private property or using violence etc,

Some celebrities cant say no to paparazzi. When they have a interview they say they didn't want the paparazzi to take a photo. But i believe that's a lie.

I think it depends. In America, anyone who is in the "public eye" does not always have the entitlements that non-celebrities have. Unless, it's slander or libel, they pretty much have to deal with it. However, I believe the laws in the UK are more protective of celebrities and such

They sometimes do, and they even win sometimes.
But its part of "freedom of the press", and they usually only get in trouble when the photos are not from public places.
It's one of the freedoms a celebrity trades for fame & fortune....and there ARE stars who successfully avoid publicity...

I think it's the only way they can get world wide publicity and I'm pretty sure they like to be well known around the world like most people want to be popular. I'm not all that sure.

if the paparazzi were
to suddenly stop
photographing the rich
and famous
the pampered attention
seekers would go out
of their ways to be back
in the picture and throw
a strop or shoplift
to attract it back.

it's their job to take pictures. They wouldn't have a job if they didn't!! They can only get sued if the celebrity gets hurt by them doing their job. Celebrity's should be used to it!! They knew what were to happen when they got famous.
