No, absolutely not. You might as well ask should birds and mammals be considered the same.

Reptiles are dominantly land-dwelling creatures with scaly, dry skin. Amphibians are almost exclusively associated with water and have moist, non-scaly skin. Reptile eggs are adapted to being laid and hatching on land, and amphibian eggs are almost always dependent on water. There are many other differences.

In contrast, however, even though they should not be considered the same for the reasons above me, there is one way in which they are related. Herpetologists are specialists in reptiles -or- amphibians. *shrug* But no, they're not the same and shouldn't be considered the same.
