The first step is decriminalization. A fine is issued for anyone in possession of a predetermined amount of marijuana. This frees up the courts system and the criminal justice system for the really big issues...drug trafficking.

As long as a government continues to maintain legal status for alcohol and tobacco, it should seriously consider the taxes they could make with the legalization and controlled distribution of pot!
