Yes. A 16x dvd simply means that 16x is the maximum speed you can write to it. You still can use a lower speed, like 8x, as well.

The speed rating just regards the maximum writing speed. Therefore, you may write up to 8x speed on a 16x speed DVD disc. Some DVD/CD drives may have problems recording at their maximum speed, so write at 6x speed if you have problems with writing discs.
