My landlord did a re roof without a permit and it failed catastrophically. What are the penalties under the law for doing this? As the roof came off in the first hurrican that came along. He also collected insurance money for this. Is this also legal? My family suffered trumatic emotional harm from watching our property damaged and my wife had a ceiling fall in on her.

What you need to do is report the landlord to the housing authority and get a city or county inspector to come out and make sure the property is up to code. From what you said it probally is not. They will fine the landlord accordingly and handle any court procedures to follow.
