I don't know where you could get Photoshop for free but Arcsoft has several free basic programs you can download.
I also like Triscape FxFoto. Click on FxFoto tab at the top of the page, then Downloads. For a basic version, it's a great photo-editing program.

Photoshop is so much better than other products! (I don't work for them but I have been doing graphic arts for a long time.)
I got a light copy when I bought a scanner or a camera. Possibly if you buy something involving images, you could got the light version, which has everything you need to get started, free.
Otherwise go to Adobe and you can down load a light or Beta version and you should buy the Adobe book with detailed lessons to learn it. It has fun projects where you learn how to use all the basic tools and techniques.
