Turning on his side and his tail turning under is always a bad sign.

Take him to the vet as soon as possible. He sounds dehydrated, severely (probably more than that), to me but please do not take my word or anyone's word here as gospel. Vet please.

The problem with neonates of any snake species is they are very fragile. If you try to treat him at home there is very little window of opportunity and then POOF he is dead.

llnesses are hard to treat even in older snakes.

That doesn't sound like any type of normal shedding that I have ever heard or seen. It sounds more like dehydration, possible bad sickness thrown in. One of those probably brought on the other. I would get him to a vet. There is also a website that I have learned alot from. www.cornsnake.com go to the forums section, join the board and ask the people there a question, there are many, many breeders and you can get expert answers to your questions. Much more dependable than what you might get on here.

Sounds like it is ill. He may be ready to shed but, the turning on side does not sound normal. What is the atmosphere like?
Make sure temperature ranges between 78-90 degrees. If eyes are not milky and skin darkening it is probably not getting ready to shed. Maybe add a vitamin supplement to the water or dip mouse or pinky in vitamins, when feeding.
