Plant bulbs in the fall of the year before the ground gets too cold to work. Plant at the depth recommended for each type of bulb.
Here's a good tip If you want to make them look natural throw them out and plant where they land. If you want a more colorful display plant them in groups. Mulch well.

It depends on what kind of bulbs and where you live. I've planted daffodils as late as April and had them bloom. But usually bulbs like daffodils, Dutch irises, amaryllis, freesias, etc are planted in about December. Gladiolus can be planted in the spring. If were you are at is a cold region, then you'd either have to wait till the ground warms up or plant them in pots. The pack that they came with should have instructions about how deep. The bigger the bulb, the deeper you plant them. I usually plant small bulbs about an inch, larger ones 2-3 inches. I don't usually plant the big bulbs as deep as is recommended just b/c the water table is pretty high were I live. The pointy end goes up, the part w/ roots down. And if you have lotteries, it doesn't matter which way you plant them.

I agree with the above answer if they are the type of spring blooming bulbs that need a period of cooling. If they are tender bulbs, the type that must be planted in the spring because they can't tolerate the cold, plant them once the danger of frost is over.Plant them according to the back of the package or as a rule of thumb, two to three times as deep as the diameter of the bulb. For long bloom period, plant bulbs that bloom at different times in the same hole and as one flower type fades, another will take it's place. This can be done with fall plantings too.
