Contrary to what some people who have posted would have you believe, that honor would go to President Harry S. Truman, who issued 1,913 pardons followed by Dwight D Eisenhower with 1,110. Lyndon B Johnson was next with 960, Richard M Nixon with 863, Jimmy Carter with 534, JFK with 472, William J Clinton with 396, Ronald Reagan with 393, Gerald E. Ford with 382, George W. Bush with 113 so far and George H.W. Bush with 74
If you include conditional pardons, commutations of sentences etc. that would be FDR who did 3687.

Andrew Johnson. In 1868 he gave a complete pardon to the southernerns who participated in the Confederate Army during the civil war. These numbered literally in the thousands.
Jimmy Carter may also be a candidate. He pardoned vietnam draft dogers during his term. Although it is unlikely that the number was as high as Johnson's.

Well Bill Clinton did give pardons for money...to a drug dealer and America's biggest tax cheat..Hillary's Bother Roger was the go between..now libs will say its lies..but Obama will say differently when thing get too hot to handle..Hillary's people leak Obamas Muslim past in India..
